When this Pulse is used
Signal Pulse is used when AI is suspected, assumed, or loosely referenced - but not yet clearly located. It is appropriate in environments where:
AI is discussed informally or aspirationally
responsibility is assumed but not specified
automation is partial, distributed, or embedded
human authority is presumed rather than demonstrated
In these conditions, moving directly to governance frameworks, audits, or control discussions produces confidence without evidence.
What Signal Pulse does:
Tests for the presence of credible AI influence
Identifies whether delegation or dependency is even plausible at this stage
Establishes whether further diagnostic investigation is appropriate at this time
What Signal Pulse does not do:
Identify risks or impacts
Evaluate controls, policies, or processes
Recommend actions or next steps
Determine responsibility, accountability, or compliance

If influence exists, governance begins. If it does not, everything else is theatre

Signal Pulse produces one of the following outcomes together with a comprehensive report:
Signal present - credible AI influence cannot be ruled out
No signal detected - I influence is not materially present
Indeterminate - available information cannot support a determination
